For mobile-only memesmithing, if you are a Samsung user, I recommend the great combination of the apps ZomboDroid Meme Generator (TONS of meme templates and you can create memes from your own pictures/images) and Pixlr picture editor (to overlay cutout sniffing biden/heads/faces/logos/whatever). I meme with my thumbs.
