Not sure I understand. Wouldn't receiving "full" approval (i'm assuming this means "like the MMR or Polio Vax") achieve the appropriate conditions to be administered to 12-15yo children?
They only approved it for 16+. I presume that's because what they applied for with their BLA. They needed the EUA for use on children aged 12-15 and for use as a booster.

Incorrect. It has been FDA approved. The EUA was revised to include uses that the full approval doesn't grant.
