No, they are not Clown agents. They would not deploy 40,000 clowns. I'm not sure if there are even 40,000 clowns in Langley.

They are contractors employed by the US government.

In one of the articles above it talks about they are contractors and their families. The contractors handle the logistics of keeping the war machine going in Afghanistan.
