This story is meant to unnecessarily alarm people. There are times where farmers have weather related problems that result in filing for crop insurance or disaster assistance. If they do then they are obligated to destroy the already damaged crop so they cannot double dip. No farmer is destroying quality crops or animals, current market prices are too high.
Have seen multiple videos of farmers explaining exactly what OP's saying.. Can search this board to see them.
