I think in most legal systems anyone who knows how to can file a criminal complaint.

India, having been British Colony for so long, probably allows that. I don't know. Just a guess.

Someone in the US could file a criminal complaint against Fauci.

they could, but the point is that the complaint would just be ignored. Prosecutors aren't obligated to act on complaints
