has been used by journalists as a shorthand for "end of transmission" for awhile.

It could have other meanings, but I don't know any for certain.

Possible connections:

Tic tac toe, as in a game being played.
999 (9 cavities in each pound sign)
Railroad tracks, as in "we are on track" or "message sent" as a call-back to older forms of transportation.
