Interesting theory.

I think a duality is a possibility here.

11.3 can be fulfilled in Afghanistan and D.C. simultaniously.

Perhaps the Military are being brought home to have additional boots on the ground when D.C.'s 11.3 is kicked off.

Those returning from Afghanistan certainly won't take issue with upholding the Constitution in DC upon their return.
