In the recall election, if you vote "No" to the recall. Can youth still vote for a candidate JIC the recall goes through?

Page 9 of the Voter Information Guide, Step 6 San Bernardino County) states that “You may vote for a successor candidate regardless of whether or how you vote on the recall question.”
