Can't you set your own rent rates? Is this some weird law in certain cities?

Kind of, but there are laws in Canada to prevent kicking out tenants to raise the rent. It is a way to give renters a bit of security and keep landlord honest.

In Portland Oregon you can only raise by 9.9% or you have to pay tenant relocation costs.
