When the white hats continually hack in to the teleprompter and ear piece of your puppet, it has to be frustrating. So you try note cards but that makes the puppet look like a fool. Then you try to just hide him from cameras and that makes him look weak. So your just kinda trapped with him at the forefront. Or maybe white hats have been in control of the puppet this whole time. Either way, the bad guys say anything about it openly or it gives credibility to the possibility that there is a q plan.
