After all that has been exposed let say per 911, how come Bush/Cheney haven't experienced the electric chair?

Can anyone answer that. Trump said if he was elected Hillary would be in jail. That never happened. We were winning for about 18 months total out of his whole term. Then 'two weeks to slow the spread'...I know, better be safe than sorry, but it was allowed to go on and on. Why?
