Either because it is a saline shipment and they don't want the intercepts to go public yet, or because it's a DS controlled faction and they don't want to loose control over who gets to handle(or analyze) the real deal, or because what was shipped wasn't the vaccine or it's replacement but something else entirely.

Pick one and you are basically guaranteed to have a 33.333333333333333~% chance of being right...
