If the government really didn't want to leave it behind this would have already been done, or it would have been destroyed before evacuating.

Not a perfect analogy I know, but this is kind of like a kid taking toilet paper from his own house and giving it to his friends and telling them if they tp his house his parents will throw a pizza party for whoever comes to clean it up.
