Why does the Board of Supervisors care if 700 million is withheld from their budget? Do they lose their paychecks? Do they get fired? Does anything negative actually happen to THEM? No. They are guilty of criminal election fraud. They go to prison if they are caught. What does everyone expect them to do other than refuse?
