Dogs = someone under the control of someone else
Water = information
Couldn't the dogs also symbolize handlers of controlled people? It also looks like all this water spilled and the dogs are all locked up in kennels? Could be signaling a lot of people locked up due to information getting out.

I think it's the other way, fren. Dogs have handlers.
I get that because it makes more sense but another commented the deciding symbols blog that discusses the symbolism and it's doesn't seem it's always the face of the pic that is being symbolized so I was wondering if it always means the "owner" is the controlling party or meant to symbolize somebody else.
It's not so easy to comprehend but even starting to get a grasp you see these stories and realize there is more to the message.
Do you think they are just sending a message and this story is bullshit or do we think these dogs are hopeless as well as them sending a message?
It's hard to say whether the dogs are really in peril, or this is just a comm. I don't believe anything the MSM "reports." All of their reporting is designed to elicit a response. So if everyone is focused on the plight of the dogs, the comm can fly under the radar.
From time to time I used to see articles on The Daily Mail online. I would think, "Who writes this stuff? This is a bunch of craziness!" After I learned about comms (mostly from decoding blog) I realized that the articles didn't make sense because they were comms. And how brilliant, to have an online comms for DS actors disguised as news articles. It's not like they can email each other their plans.
