Could it be that Flynn is trying to make a distinction between the Taliban of the past, and the Taleban of the here and now?
Tale Ban = a ban on the tales being told about the Taliban?
So I've just been looking this up seems to be a clear distinction in the use of the term taleban until 2001 when they were toppled and the Americas installed.
After this point the use of the term Taliban became the standard.
Taleban seems to refer to the actual resistance that tried to topple the soviets back in the 1990s.
Taliban seems to refer to the modern American Taliban.
