If I understand this comment correctly, it sounds like kids getting mad because they didn't get to have their way, so they take their toys and go home. And if that's correct, what a silly reason for resigning, in which case maybe the white hats are controlling this.

That doesn't make sense. Biden, who some believe heads the Executive Branch, would have the right to announce any action first.
