You would think... but at the highest levels, no. Many games end in a draw and players will sometimes strategically play for draws in tournaments because you are still awarded half a point.
No. There are draws, and ways to extend the battle.
Or you stall out because you're both left with just a king on the board. Not possible to win, not possible to lose.
Also, it usually only happens after a few hours of play and nobody likes ending a game that long in a stalemate.
Once you've exhausted all possibilities of victory, you should offer a draw.
