The photo poster on the wall behind him is of sculptures in the Korean War Memorial on the National Mall (near the Lincoln Memorial). This photo is in the winter, the soldiers (of all services of that period Army, Navy, Air Force, Marine) are on a patrol, The group of sculptures of Korean War U.S. service men is know as "The Column".
Best guess, Scheller is sending an activation message to veteran and active duty service men and women that...
