This is truly disturbing if it is occurring at other universities among other places that use Outlook. Sounds to me like anyone that is trying to file an exemption electronically also needs to hand deliver a copy to their HR department and get written receipt of delivery. How convenient that the electronic correspondence is not delivered and the sender has no idea it was not sent.
