A citizens grand jury has no power to press charges. It's basically a group of volunteers who review a case and offer an opinion. Prosecutors are under no obligation to listen to them.

Actually grand jury’s Are used in Rico among other things , cases and kept very secret. They decide if an indictment is issued or not.

Yeah. Grand juries, not "citizens" grand juries. There's a difference. One is assembled by a prosecutor and overseen by a judge, the other is a group of volunteers acting on their own.
