They should have used a different ivermectin product. Sheep drench and cattle drench is designed to penetrate through the animals skin.
I don't know the particular ingredient in these products that facilitates that penetration, but I'm pretty sure it is not one you would want to take orally. One such product is DMSO. DMSO is capable of carrying anything dissolved in it through the skin even things that would be toxic.
Interesting - in what instances would you, say, not be able to feed them pills in their food or whatever need skin penetration?
Oh, maybe for skin conditions, like a rash after shearing or some such thing?

It also kills the pests in the wool of the sheep when applied this way, apparently.
