Is there so reason they are ensuring the refugees don’t get sick? Why not vax them instead?

Supposedly being given to the Afghanis for parasites. Malaria is apparently a problem in Afghanistan, but HCQ is usually given for that, so what they're being treated for is a puzzlement.
