IIRC, there is $1B allocated for granting at the Governor's discretion for "border security operations" with the only caveat being that it cannot be used to exercise eminent domain (forcefully "purchasing" private property, or taking someone's land and compensating them). "Border security operations" are defined in Section 8 which I did not include.

(a) Commission of Jail Standards ($214k):
-overtime and travel expenses
(b) Employee Hiring
Section 6:
(a) Trusteed Programs within the Office of the Governor ($1B):
-for providing funding for border security operations
(b) Can NOT be used for:
-acquiring property through the exercise of eminent domain
-building a barrier along the border on property acquired through eminent domain
(c) $3M for employee funding and training
(d) $14M for law enforcement costs for border counties

(a) Department of State Health Services ($5M)
-purchasing ambulance services
(b) Additional $10M for ambulance services for two border security processing centers
