In Canada the longest we can go between elections is 5 years, but the PM has the ability to call an election at any time. Additionally, in the case of a minority government, which we have had for the past few years, at certain times opposition parties can band together and force an election if they have the support of more than 50% of parliament.
What actually happened was all of the federal parties got together and agreed that it would be a terrible thing to force an election in the middle of a deadly pandemic, so they would work together to prevent an election from being called.
However, either JT thought he had a chance to gain a majority government or he wanted to be able to claim that the further undermining of freedoms had been legitimized by an election, or for some other reason, so an election was called.
It now seems clear that JT completely misjudged the mood of the country, and there is a real chance that he will lose power. That may sound great, but the only other potential governing party, the Conservative Party of Canada, has adopted nearly identical policies to JT (vax passport, censorship, carbon tax, restriction of firearms, etc.), so while we might get out of the frying pan, it seems the only place we will land is in the fire.
