Secondly, I found this same photo/image on Wikipedia, which is itself a suspect source of information.
Third, these were issued during wartime Germany, where it was important to identify citizens and where they were from. Insurgents were everywhere, and it allowed German authorities to somewhat keep tabs on the movements of bolsheviks.
