When I use Telegram it automatically downloads pictures to my phone. Anyone else have this issue?

Go into settings & Data & Storage to adjust storage usage. I’ve lowered the Cache size and clean out the cache every so often. It eats storage if you don’t. I have Save Incoming Photos all turned off.
