One way to look at it is a purge of government employees. Most would agree that the public sector is bloated and needs to be reduced significantly. Those that are fired or quit due to vaccines would need to enter the private sector. However, big corps above 100 employees are also encouraged to mandate vaccines, so people would be incentivized to start their own business or join an SME. This would lead to reduced government dependence and therefore less concentrated power.

This is just pontification. For all we know the resident in cheif could change things tomorrow and throw the idea on its head.
