Depending of the precice timing of those events, which I do not know, the IP switch may have been a military response triggered by an illigitate president usurping power.
The IP transfer was either done [by white hats] to guard military assets from an enemy, or else those IP assets were stolen by an enemy moments before Trump left office to deny the Trump controlled military time to respond to the theft.
