A VPN exit node would count only as one unique IP. So, VPN use would actually hide the ability to track unique IPs. In fact a VPN exit node would count as only one.

Why would you want to mess with true stats, then people can call them out as fake.
I'm one person. I visit 10 times during a 24hour period from this same device. Am I one of the 67k, and my 10 visits some of the 2.04M unique visits?
if i understand correctly, i believe your 10 go towards the 2.04. my 10 times on the computer goes to that 2.04. but the 10 on my phone goes toward the 2.04. but I have two for the 67k
Correct. But it would still only count towards one user (calculated per IP).
