The message has already been delivered on Twitter by thousands of people posting it recently. Q said "Look to Twitter" and sure enough, there it was. Q didn't say who would be saying it. As it turned out, a lot of people said it.
It's safe to assume the actual message, at the appropriate time, would come from someone who would have an substantial impact, not some average joe...
Why would one assume that?

Thousands of random people posting that message is super cringe. It just makes us look like idiots.
