Nakasone is not only Director of NSA, but also Commander of CyberComm - which I assume controls these IP addresses

He also played a key role during the Solarwinds

I also remember a bunch of MSM articles screaming that he cannot be allowed to control both departments at the same time (Timeframe - Oct 2020), but I cant see to find them anymore.
