This has been happening for years. California's election laws specify that mail-in or absentee ballots have priority. Many times my wife and I would go to vote only to be told that we already voted by mail.
If you show up at the polling place and they tell you that you've already voted by mail, they'll let you fill out a provisional ballot, which never ends up getting counted.
We don't live in CA anymore, but this happened to both of us in 2018, and happened to my wife in 2016.
