You absolutely cannot have a General slow on the uptake. Milley did not realize that once Trump came into office China Ally became China Enemy because Trump follows the Constitution for the American people. Trump took his office seriously whereas Bush wanted to be King, Clinton, bastard son of a Rockefeller, wanted to be Rockefeller, Bush 2 just wanted to suck dick, and Obama wanted to rid himself of his organizer stigma.
