To me it looks like a one-atom thick slice through a diamond lattice (guessing a 1,1,1 orientation). If it was formed from pure carbon, it should share many properties with diamonds and be very stable. Silicon and GaAs crystalize in a diamond lattice which is the reason I am aware of the structure, but have not investigated properties of carbon arranged in this form.
I'd guess that there are legit uses for the substance. Graphene Oxide is the part of the vaccines that is worrying. If it is really graphene (pure carbon), it should be difficult for oxygen to interact once the crystal is formed. It is the impurities that matter.
