If I'm not mistaken, don't they need to get rid of Milley to proceed with devolution?

Yeah, according to Patel there are about 8-10 high ranking military that will need to be removed before devolution can proceed.

Yeah, expect to see this happen with a bunch of high ranking military heads. They have to remove them to properly setup the chain of command. Devolution wouldn't work if it just happened right now.
