Seven hills is Rome. I should explain the city was built on seven hills. Oh, and I believe the rock is St. Peter. I also found this - in the early Roman empire, traitors and criminals were thrown to their deaths from the Tarpeian Rock.

The seven mountains could very well be seven nations which are ruled by the seven kings of Verse 10. Mountains are used as the location of authority of nations, as in Edom, Mount Seir, and Mount Zion.

Aren't all the popes supposed to be Peter, or something like that? I'm not Catholic so not sure. I am kind of liking that Tarpeian Rock, however. heh

In the Bible, Revelation 17:9 mentions seven hills:
“This calls for a mind with wisdom. The seven heads are seven hills on which the woman sits."
