Yes. Actually.

You can get Instant Face Lift tape that looks like that. Not to mention some types of face lift surgeries produce flaps of skin near the ear that can form into strange shapes under duress... like pushing your neck out and yelling.

It's not a mask. It's just a bad facelift on bad skin or instant face lift tape.
