One could look at this as cracking the whip within earshot of the Clintons, just to make them squirm a bit. And maybe scare out a few more roaches and vermin.

I see an indictment as the beginning. Now they can try Sussman for the crime. With that comes discovery... and there are many people implicated, including the HRC campaign, Big Tech and several Universities. It's the first crack.
