They have no actual command authority, and that includes the Chairman. The Unified Combatant Commanders are the highest ranking officers in terms of actual command authority (outranked only by the Secretary of Defense and the POTUS, but those are civilian positions). All 11 UCCs are currently Trump appointees, and we have heard almost nothing about them in the headlines.
