Why does it need to be locked down if the company can shut the host down? What does it matter? If telegram isn't going to shut his account down, then they should just have thirty random accounts posting the info at the same time. Videos and Docs posted to servers that have a few hours of safety.. What is this? Why can't the info just be leaked like normal... ?
