They are non compos mentis. Completely mind-controlled through technology we're as yet unaware of, is my guess.

In any event, it will be up to us to help steady them on their feet when they finally wake up and see what has really been going on. It will not be easy for them, and they will only be able to take small red pills at first. We've had a long time to slowly get used to awful fact after awful fact - for them to be hit with it all at once, it will be overwhelming. So keep that in mind for when the time comes.
