I live near this area and have driven more miles on this stretch of highway than you can count.

That’s 2pm traffic, not rush hour.
There are no tail lights - nobody was “distracted”.
Odds are good those cars were driving 70-80 and honking their horn.

Don't know if it's true, but let's pretend that it is. This reasoning is so bad. You crash your car because you couldn't take your eyes off the advertisement for the new "Buffalo Ranch Chicken Strip Sandwich" you wouldn't blame Whataburger!
