A Visa is permission to enter another country. A passport shows that you are a citizen of a particular country and that the government requests that their citizen be allowed in and that adequate protection is provided to said citizen. Yes we all need permission to enter another country. We don't need permission to leave ours. If we don't have the proper documents, we are not stopped by our immigration officials, but will be stopped by the other country's immigration when we arrive at their border crossing.
Not really. In alot of countries, a citizen can get the permission to enter another country, but then their own country refuses to let them leave. In the US, once we get permission to enter another country, we can go there without clearance from our own government to leave. So no we cannot just legitimately walk across national borders, but we don't need permission from our government to leave this country.
