A passport shows that you are a citizen of a particular country and that the government requests that their citizen be allowed in and that adequate protection is provided to said citizen. Yes we all need permission to enter another country. We don't need permission to leave ours. If we don't have the proper documents, we are not stopped by our immigration officials, but will be stopped by the other country's immigration when we arrive at their border crossing.

Yeah, lots of times. I've never asked "permission" to leave the United States. I just got on a plane or boat and went. It's a free country. Still.
