It's part of the McAfee-tied Ingersoll Lockwood website ran by US gov contractors (ex Military).

They're running an ARG to convert patriots over from "internet sleuth" and funnel them into various donation campaigns.

Conspiracy content is the bait they're using to grab attention of the patriots.

It appears a tad bit misleading, but easy to determine, and seems harmless.
