After some searching it looks like no Kellogg's cereals are manufactured in China. My best guess is that product was made in America, branded for Asia, but not purchased or unable to be shipped in time, hence overstock purchased by grocery outlet. The top text is in Chinese and the sticker is in Korean, I can't tell the language of the middle text, but I bet it's sold in multiple Asian countries. They are supposed to put a sticker of the nutritional info in English for sale in America, but just looks like they didn't bother.
