Do it like they do at biker party areas- "Do not wear your colors." Everyone just shows up without tags, (don't advertise gang affiliations) and it's understood that everyone there is just there have a good time. Everyone makes a united effort to enforce the "good times" rule against anyone who tries to start shit. It mostly works too.
