I think the IRS are agents of the Fed. Agents of the Fed are immune to prosecution from the U.S. unless the Fed, or more specifically the Bank of International Settlements allows those agents to be prosecuted (and only in civil court). They have immunity to laws.
I am not 100% sure that IRS agents fall under that category. I'll figure that out when I finish that part of my report.
The IRS is not a "government agency" in the way we think of the term. At most they are an Agent (hired subcontractor) for the Treasury Dept. They are not themselves government employees, and thus not subject to an FOIA. There are numerous requests for FOIA from the IRS, but they never "allow" them, or if they do they are on meaningless crap. It keeps up the illusion of legitimate government agency, while being completely not.
