She has no power over the AZ electors, or the voting process, or the audit. All of those powers reside 100% in the legislative branch of the AZ government.

Specifically, yes. I see the person next in line to be governor as having latent power, and I believe she used her legitimate power in government to set up the supporting structure for cheating.
